Risch highlighted the detrimental effects of corruption on societies worldwide, stating, “Corruption is an issue that undermines the health, safety, security, and economic prosperity of billions of people around the globe.”

Risch pointed out the strategic use of corruption by countries like Russia and China for geopolitical gain, labeling it as a significant concern. He stressed the need to hold international kleptocrats and crooks accountable, citing tools such as the Global Magnitsky Act for this purpose. Risch also expressed concerns about the misuse of certain authorities, particularly highlighting the 7031(c) authority in Latin America and the Caribbean.

In discussing Africa, Risch highlighted the impact of corruption on countries like the Democratic Republic of the Congo (DRC) and Somalia. He underscored the need to combat corruption in these regions to achieve sustainable progress in development and security, especially in countering terrorist groups like al-Shabaab.

Risch also drew attention to the corruption within the Assad regime in Syria, emphasizing the need for accountability through legislative measures like the Assad Anti-Normalization Act.
