WASHINGTON – U.S. Senator Jim Risch (R-Idaho), ranking member of the Senate Foreign Relations Committee, has unveiled a new legislative initiative aimed at streamlining the establishment of diplomatic missions abroad. The proposal, titled the Embassy in a Box Act, seeks to improve the efficiency of the State Department’s processes in supporting new embassies.

“As the State Department moves to open small embassies to advance our diplomatic interests and counter Chinese influence, it is critical they are properly resourced and staffed,” highlighted Senator Risch. He further expressed his concern over the current cumbersome procedures, stating, “Unfortunately, the current process is opaque and can take several years to get an embassy up and running properly.”

The Embassy in a Box Act mandates that the State Department develop an “embassy in a box concept,” which will facilitate expedited procedures and provide the necessary physical resources for the establishment of new diplomatic missions overseas. Additionally, the legislation requires the secretary of State to issue guidance to enable the Department to construct new embassies swiftly and cost-effectively.

Senator Risch emphasized the importance of efficient diplomatic initiatives, asserting, “It is past time the Department put procedures and processes in place to ensure our diplomats can hit the ground running. This bill helps the Department get around its own bureaucratic red tape and back to the business of conducting diplomacy.”
