In discussing Africa, Risch highlighted the impact of corruption on countries like the Democratic Republic of the Congo (DRC) and Somalia. He underscored the need to combat corruption in these regions to achieve sustainable progress in development and security, especially in countering terrorist groups like al-Shabaab.

Risch also drew attention to the corruption within the Assad regime in Syria, emphasizing the need for accountability through legislative measures like the Assad Anti-Normalization Act. He further mentioned the importance of strengthening post-employment rules across the federal government to address corruption effectively.
